THE SAINT PAUL ECFE CITYWIDE PARENT ADVISORY COUNCIL operates in support of the ECFE goal: to support and strengthen families of young children through information, education and networking. This Advisory Council is a collaboration of parents and staff representatives. Each ECFE site provides a parent representative responsible for relaying information between the site and the Advisory Council. PRE - KINDERGARTEN PROGRAM The Pre-Kindergarten Program provides preschool education that supports and enhances the learning and development of children and their families prior to kindergarten at 29 Saint Paul Elementary School locations. Children must be four by September 1, 2008 and live in Saint Paul. Eastern Heights and Highwood Hills accept three-year-olds. At most schools, priority is given to children who are English Language Learners, are eligible for free or reduced meals, or are receiving Early Childhood Special Education services.
